The seminar addressed the following topics:

  1. Defining diplomatic law as that branch of public international law that includes legal rules that are concerned with regulating sound relations between persons of public international law.
  2. The sources of diplomatic law are the same sources of international law as identified by Article (38) of the Statute of the International Court of Justice: international public and private agreements that set rules expressly recognized by states.
  3. The rules regulating diplomatic work, are – international custom – the Vienna Regulations, and the Aix-Lachapelle Protocol – the internal national legislation.

The symposium indicated that these rules are the rules that regulate diplomatic work under international law, which some considered rules of international courtesies, and others considered customary rules, which quickly turned into rules that have a legal value that states must abide by, due to their possession of the material element that is accustomed to Countries follow a certain diplomatic style, the moral element that indicates a sense of obligation to follow this behavior, and this indicates that these rules are among the most important rules regulating the work of diplomacy in international law.
