The study aimed to identify the role played by the relationship between strategic leadership practices and the ethical climate and their impact on achieving strategic sovereignty. The problem of the study centered on identifying the intellectual and philosophical premises of this perspective at the level of higher education institutions in the Iraqi environment that possesses academic leaders with high academic qualifications.

The study showed a number of recommendations that it considers necessary for the purpose of adoption by educational institutions, the most important of which is the call for university administration to employ strategic leadership practices effectively and give more importance to the ethical climate, and thus promote the adoption of strategic sovereignty as a competitive force to deal with competitive pressures and strengthen its areas of influence. geographical.
