Under the patronage of the President of the Northern Technical University, Prof. Dr. Alia Abbas Ali Al-Attar, and under the supervision of Assistant Professor Dr. Ashti Mahdi Aref, Dean of the Kirkuk Technical Institute, the Legal Administration Techniques Department organized a scientific course on (skills for drafting administrative contracts) in which the lecture was delivered by:

1. Dr. Turkan Ibrahim/ Teacher

2. Sinem Mohamed Saleh/teacher

The course dealt with the most important skills in drafting administrative contracts to which the administration is a party.

The course demonstrated the importance of knowing how to draft administrative contracts.

The course aims to:

1. What is the drafting of administrative contracts (administrative, legal, and technical aspects).
2. 2- The conditions that must be fulfilled in the administrative contract and distinguish it from the civil contract.
3. Content of drafting administrative contracts (rights and obligations of the contractors)
4. Types of administrative contracts and ways to conclude them
5. Instructions for implementing government contracts for the year 2008
6. Items to be taken into account when drafting administrative contracts

The session came out with several recommendations:

1. Knowing how to formulate administrative contracts that guarantee the rights of the parties.
2. Legal education of the participants and increase their awareness in terms of legal, administrative, and technical aspects of drafting administrative contracts and their knowledge of the instructions for implementing government contracts for the year 2008.
