The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, chaired the tenth meeting of the Opinion Commission, in the presence of the advanced staff and heads of all public universities.
The Minister of Education reviewed the Ministry’s procedures regarding the contract confirmation file, the path of their appointment, and positive cooperation with the Federal Service Council while reaffirming the consideration of employee entitlements and the privacy of each university in scientific programs in a way that suits its environment and the requirements of community service, pointing out that the evaluation of universities is subject to measure their contribution to meeting general requirements, initiatives, and solutions. Which promotes integration with state institutions, calling at the same time to activate the powers vested in universities and their independence.
He called for the optimal use of research and studies centers in universities, pointing at the same time to the importance of reviewing their results and indicators of the scientific interaction that they present in the scientific and academic arena and activating the continuous maintenance of the university educational environment.
The meeting discussed the topics on the agenda of the tenth session of the opinion committee and voted on the following decisions:
▪️ Formation of a ministerial committee to study and formulate appropriate recommendations and proposals for the implementation of the course system in universities, starting from the next academic year.
▪️ Changing the name of Jaber Bin Hayyan Medical University to Jaber Bin Hayyan University of Medical and Pharmaceutical Sciences.
▪️ Introducing the evening study in the Oil and Gas Economics Branch / Department of Economics / in the College of Administration and Economics at the University of Maysan and the Department of Accounting Techniques in the Technical Administrative College of Northern Technical University.
▪️ Agree that the time limit for binding amendments to the doctoral thesis and the master’s thesis be outside the academic period.
▪️ Approving the controls of the specialized program accreditation councils.
▪️ Approval of the Scientific Societies Bill.
▪️ Vote affirmatively not to affect the work of a faculty member with regard to the file of civil defense guards, and to authorize the president of the university, the institution, or the council to organize this file according to the authorized powers.
▪️ Determining an average of at least 70% for a student wishing to obtain a diploma in medical and health specialties from outside Iraq, and he is given three exam attempts to complete the requirements of the equation, and he is referred to the specialized Iraqi universities to perform a full academic year in the event that he does not pass the required exam.
The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, concluded the meeting by instructing the formation of a specialized committee to review the scientific research index, the requirements and requirements for publication, measure the percentage achieved from it according to the annual plan of universities, and support the research path and employ it in applied fields.
