The Administrative Technical College / Mosul held the discussion of a Higher Diploma research in Electronic Management Technologies, submitted by the student Muna Ali Salem, titled:
“Organizational Flexibility and Its Role in Enhancing the Use of E-Government: An Exploratory Study of the Opinions of a Sample of Employees in the Nineveh Traffic Directorate.”
The discussion took place in Al-Hikma Hall on Tuesday, 2025/12/9.
The research aims to examine the impact of organizational flexibility—represented by structural flexibility, human resource flexibility, and technological flexibility—on enhancing the use of e-government within the Nineveh Traffic Directorate. The study employed the descriptive–analytical method and analyzed data from 198 employees using SPSS V.27.
The results indicated that the organization possesses good levels of organizational flexibility, and that there are clear relationships and effects between flexibility and the use of e-government systems. This highlights the importance of developing organizational structures and granting employees broader authority to simplify procedures and accelerate service delivery.
