the Technical Institute, in collaboration with the Directorate of Countering Intellectual Terrorism, organized a dialogue seminar to support young people. The seminar was held under the patronage of the respected Dr. Aliaa Abbas Al-Attar, President of the University, and under the supervision of Assistant Professor Dr. Maha Al-Taif Jassem, Dean of the Institute. The seminar was entitled “Youth and their Role in Building Society” and was moderated by Mr. Nasser Hussein Al-Hajri, representative of the Intellectual Dialogue Center in the Directorate Office in Salah Al-Din Governorate, and Dr. Ahmed Musa Khalf, a faculty member at the institute.

The seminar was attended by the Deputy Commander of Salah Al-Din Operations, the representative of the Ninth Brigade in Karbala / Popular Mobilization Authority, the Qaimmaqam of Al-Dour District, the Director of Operations, and the Intelligence Officer of the Command, as well as a selection of professors, intellectuals, researchers, and students.

The seminar aimed to highlight the role of youth in building society and included several paragraphs:

1- Activating the Labor Law No. (37) for the year 2015, especially Articles 4, 5, and 6 of its third chapter.

2- Reducing foreign labor that has crowded out local labor and requiring foreign companies to employ Iraqis at a rate of 5 to 1, as is the case in several countries, including Turkey, where Turkish labor laws require the employment of 5 Turks for every foreign worker within investment companies.

3- Rehabilitating, employing, and building the idle and stalled national factories to absorb the massive and growing numbers of unemployed people, and encouraging national production for the same purpose.

The seminar also highlighted the importance of opening the doors to foreign investment, but with regulations and conditions that take into account the payment of dues owed by companies, such as mobile phone, internet, transportation, private universities, and malls, in terms of taxes and customs fees, etc. and that their investment does not constitute a burden or competition against national industries. It also requires that only Iraqis are employed in all their facilities and companies, and that they are trained, their skills are developed, and they are sent for training abroad.
