The Minister of Education chairs the second meeting of the Opinion Board for the year 2025.

The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, chaired the second meeting of the Opinion Board 2025, in the presence of its members from the advanced staff and the presidents of public universities.
The Minister of Education stressed at the beginning of the meeting that the Ministry of Higher Education and Scientific Research is keen in all circumstances on its scientific and service role in caring for students, providing support, and enhancing the areas of leadership that they seek.
He also stressed the importance of observing authentic university values ​​and preserving university traditions during university events in a way that enhances the position of academic institutions as inspiring models in achieving their mission and development goals.
The Minister of Education reiterated the emphasis on working within the granted powers and facilitating the completion of procedures in accordance with legal requirements and reducing time and effort in a way that serves the public interest in light of the comprehensive digital transformation and automation of operations and procedures in the Ministry of Higher Education and Scientific Research.
The members of the Opinion Board discussed the items on its agenda and voted on the following decisions:
Government and private universities, colleges, and institutes shall begin uploading and updating data on students, faculty members, and curricula in the central systems of the Ministry of Higher Education and Scientific Research (SIS – LMS – HRMS) in completion of the automation project in the ministry and universities that was inaugurated by the Prime Minister.
Adopting a special form to discuss higher diploma projects for medical specialties.
Raising the minimum score for evaluating faculty performance to 75% in the evaluation form for the year 2024/2025.
Approving the possibility of allowing the addition of holders of a doctorate degree with the rank of lecturer with experience and competence to the membership of scientific committees in departments in the event that advanced academic titles are not available.
Approving the draft law of the Urban and Regional Planning Institute for Graduate Studies.
The meeting of the Opinion Board included a number of presentations on digital transformation and automation in the Ministry of Higher Education and Scientific Research and the Study in Iraq program, while the Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, concluded the meeting by directing the observance of official working hours for university institutions in the capital, Baghdad, based on the decision of the Council of Ministers, starting from the second of next March, and adopting appropriate timings that ensure the provision of educational services and programs and maintaining their quality and institutional performance requirements.
