In his opening speech, the Minister of Higher Education and Scientific Research emphasized that the progress achieved within the past three years in the higher education and research environment was not merely procedural, but represented a profound transformation in the philosophy of university education—one that has moved Iraqi universities toward international recognition and placed them firmly on the global academic map.

He noted that Iraqi academic institutions have entered a new phase marked by achievement and leadership, in which the country’s rich academic heritage is integrated with a forward-looking vision that meets future needs.

Minister Dr. Naim Al-Aboudi added that Iraq continues to advance its higher education system as a platform for innovation and internationalization—one that attracts students from various countries, brings together researchers from diverse disciplines, and actively engages with global knowledge networks. He affirmed the ministry’s commitment to expanding productive international partnerships, ensuring that Iraqi universities become active and influential contributors to the global academic community. He also highlighted that Iraqi universities have secured advanced positions in international rankings and established a strong presence in prestigious global research databases.

The opening of the Iraq Education Conference 2025 was attended by Mr. Nick Davis, representative of Times Higher Education; Mr. Sherif Ali Al-Shami, Vice President of Clarivate; Dr. Diaa Medhat, representative of Elsevier; Dr. Ola Lawrence, advisor to the Egyptian Knowledge Bank; and Dr. Talal Youssef, representative of QS.
