The signing ceremony was attended by the Director of the Department of Scholarships and Cultural Relations at the Ministry of Higher Education and Scientific Research, along with the accompanying delegation of the University President, which included:

* Assistant Professor Dr. Nabil Mukhlif, Director of the Quality Assurance and University Performance Department at the University Presidency;
* Dr. Zaid Hazim Al-Saffar, Head of the Construction and Building Technologies Engineering Department at Mosul Technical Engineering College;

The agreement aims to expand scientific and academic cooperation between the two sides through the exchange of expertise, collaboration in scientific research, the organization of joint workshops and training courses, and the provision of academic exchange opportunities for faculty members, researchers, and students. These initiatives are intended to enhance the scientific and technical standards of engineering disciplines.

During the signing ceremony, both parties emphasized the importance of this agreement in supporting the advancement of higher education, enhancing the quality of academic outcomes, and keeping pace with modern scientific and technological developments, in a manner that serves shared objectives and contributes to sustainable development.

This step reflects Northern Technical University’s strategic direction toward strengthening its international academic presence and building effective partnerships that contribute to the development of educational and research processes.
