Northern Technical University organizes an electronic scientific workshop on “International Humanitarian Law and its Role in the Protection of Human Rights”

Under the patronage of the President of the Northern Technical University, Prof. Dr. Alia Abbas Ali Al-Attar, and under the supervision of Prof. Dr. Omar Khalil Ahmed, Dean of the Institute, the Legal Affairs Department at the Presidency of the University, and in coordination with the Legal Division at the Hawija Technical Institute, organized an electronic scientific workshop and through the application of (Meet) on “International Humanitarian Law and its Role” in the protection of human rights. The lecture was delivered by:

  1. Dr. Walid Ahmed Suleiman
  2. Dr. Raad Hamza Awwad

A number of university and Iraqi university employees participated in it.

The workshop dealt with the definition of international humanitarian law and determining its scope, legal basis, and mechanisms of application in the protection of human rights during armed conflicts through the means of international law and internal law.

The workshop indicated that international humanitarian law has great importance and an active role in protecting human rights by defining prohibited acts in times of war and armed conflict, the limits of the use of force, the parties covered by the protection that may not be targeted during the conflict, and the humanitarian duties imposed on the parties to the conflict.

The workshop aimed to introduce international humanitarian law, define its scope and mechanisms of application, and work to increase legal awareness of this law, knowledge of its texts, and guidance towards paying attention to it in order to reduce the negative and catastrophic effects of armed conflicts and the scourge and disaster it causes on people’s lives, dignity, and property.

The workshop came out with the following recommendations:

  1. International cooperation is the best way to create an international system that works to implement the provisions of international humanitarian law and obliges all international parties to respect its provisions and hold violators accountable.
  2. Working to engage effectively in international movements and activities in the field of international humanitarian law in order to establish its texts and ensure their respect and application.
  3. Issuing national criminal legislation that criminalizes acts violating the provisions of international law and punishes their perpetrators through courts and national security services.
  4. Organizing high-level awareness and education workshops on the provisions of international humanitarian law, especially at the military level, in order to limit the use of force to the narrowest possible scope and not to use military force to violate people’s lives and infringe on their property and dignity.
  5. Working on preparing curricula that include the provisions of international humanitarian law in order to increase legal awareness of this law.
